Energy prices are provided by fuel type in nominal dollars per million Btu for the residential, commercial, industrial, and transportation sectors. This section includes a column in the price table displaying gross domestic product (GDP) price deflators for converting nominal (current year) dollars to constant (real) dollars. To convert nominal to constant dollars, divide the nominal energy price by the GDP price deflator for that particular year. Historical petroleum, electricity, coal, and natural gas prices were compiled primarily from the Energy Information Administration.

Large-scale Renewable Projects Reported by NYSERDA Beginning 2004 dataset includes information for projects completed, operational, cancelled, and under development. Projects under development are subject to change.

Note that all Large Scale Renewable energy projects awarded under solicitations ORECRFP18-1, ORECRFP20-1, RESRFP18-1, RESRFP19-1, RESRFP20-1, and T2RFP21-1 require that all laborers, workpersons, and mechanics, within the meaning of NYS Labor Law Article 8, performing construction activities with respect to the Bid Facility and, if awarded, Energy Storage, must be paid at least the applicable Prevailing Wage applicable in the area where the Bid Facility will be situated, erected and used, as published by the NYS Department of Labor (DOL) or, if located outside of New York State, at least the equivalent Prevailing Wage of the jurisdiction where the Bid Facility is located.

On April 19, 2018, the New York State Public Service Commission (PSC) issued the Order Adopting the Utility Energy Registry under regulatory CASE 17-M-0315, and updated the protocol in a modification order on August 12, 2021. The order requires utilities and CCA administrators under its regulation to develop and report community energy use data to the UER. This dataset includes electricity and natural gas usage data reported at the city, town, and village level. Other UER datasets include energy use data reported at the county and ZIP code level.

Data in the UER can be used for several important purposes such as planning community energy programs, developing community greenhouse gas emissions inventories, and relating how certain energy projects and policies may affect a particular community. It is important to note that the data are subject to privacy screening and fields that fail the privacy screen are withheld.

Real Property Tax Law (RPTL) section 487 provides a fifteen-year property tax exemption for certain renewable energy generating systems and equipment. The New York Truck Voucher Incentive Program (NYTVIP), administered by the New York State Energy Research and Development Authority (NYSERDA), reduces the cost for truck, transit, and school bus fleets to purchase zero-emission vehicle technologies. NYTVIP provides vouchers - or discounts - to fleets across New York State that purchase or lease medium- and heavy-duty, zero-emission battery electric (BEV) or hydrogen fuel cell electric (FCEV) vehicles.
Voucher amounts are determined by calculating the difference in cost between the zero-emission vehicle and a comparable diesel vehicle. A percentage of the difference (or “incremental cost”) is then used to determine an exact voucher amount, which is capped at a maximum dollar amount. Voucher incentive amounts may vary based on factors such as: vehicle type, weight class, and whether the vehicle operates in a Disadvantaged Community. All voucher amounts are subject to funding availability and applicable per-project caps.
To date, NYTVIP funding has come from two sources: the Volkswagen Environmental Mitigation Trust (VW Settlement) and from the U.S. Department of Transportation, Congestion Mitigation and Air Quality (CMAQ) Improvement Program. The New York State Energy Research and Development Authority (NYSERDA), in collaboration with the New York State Department of Public Service (DPS), conducted a statewide residential baseline study (study) from 2011 to 2014 of the single-family and multifamily residential housing segments, including new construction, and a broad range of energy uses and efficiency measures. This dataset includes data from 47 completed Heating Ventilation and Air Conditioning (HVAC) contractor surveys. The survey sample was stratified by the size of the HVAC contractor company: 28 survey completes for small companies (defined as having 1-10 employees) and 19 survey completes for large companies (defined as larger than 10 employees.) The surveys focused on employer or company information, sales of energy efficient HVAC equipment, installation practices, training, and experience with NYS energy efficiency programs.

The Energy Efficiency programs of the New York Power Authority provide energy-efficiency improvements, with no up-front costs, to public schools and other government facilities. From start to finish, the Power Authority works with facility managers to identify, design and install new lighting and motors, as well as upgrades to heating, ventilation and air-conditioning systems. We try to address all energy efficiency improvements in a single, comprehensive effort. This data set contains information on energy efficiency projects completed since 1987. The data set is updated in a quarterly basis to reflect new data as projects are implemented. The information includes project location, customer name, project name, total cost, and energy efficiency benefits, including energy reduction (electric, natural gas, oil) and greenhouse gas emissions reductions.

New York Electric Generation By Fuel Type, GWh dataset provides data on total in-state generation for New York State. Sources of electricity include coal, natural gas, petroleum products, hydro, nuclear, waste, landfill gas, wood, wind, and net imports of electricity.

The overall objective of the Statewide Commercial Baseline research was to understand the existing commercial building stock in New York State and associated energy use, including the characteristics of energy using equipment. This dataset provides all equipment and business characteristics that can be presented as a distribution, such as the percent of split systems that are under 5 tons of cooling capacity and the percent of split systems that are 5 tons and over, or the percent of boilers that are condensing. The Residential Building Stock Assessment (RBSA) published in 2019 is the first update to the 2015 Residential Statewide Baseline Study (RSBS) of New York State. This New York State Energy Research Development Authority (NYSERDA)-led assessment is a research study designed to inform future New York State energy planning efforts. The overall objective of this study is to understand the current residential building stock, new and existing residential single-family homes, and associated energy use, including saturation of energy consuming equipment by fuel, penetration of energy-efficient equipment, and information on building characteristics and energy management practices. Study results will inform future energy planning, and identify and design potential energy efficiency programs to help homeowners and occupants across the State increase energy efficiency and reduce energy consumption. The study was completed using 456 on-site inspections and 2,419 online and telephone surveys. This data set represents only the data collected from on-site inspections conducted between October 10, 2018 and December 15, 2018. The on-site inspections are a subset from the online and telephone survey respondents. Surveys were conducted from September 28, 2018 to December 3, 2018.

THE NYSERDA 2022 SOILS DATA IS TO BE USED FOR NYSERDA’S PROCUREMENT PURPOSES OR THE NY-SUN PROGRAM AND IS NOT INTENDED TO REPRESENT ACTUAL IN SITU SOIL CONDITIONS.

NYSERDA has launched the Renewable Energy Standard (RES) request for proposals, RESRFP22-1, to continue accelerating progress towards New York’s goal of generating 70 percent of its electricity from renewable sources by 2030. Through RESRFP22-1, NYSERDA seeks to procure approximately 4.5 million Tier 1 eligible Renewable Energy Certificates (RECs) from eligible facilities that enter commercial operation on or after January 1, 2015 and on or before November 30, 2024, unless extended to November 30, 2027.

In order to facilitate the protection of agricultural lands, developers participating in RESRFP22-1 or the NY-Sun program may be responsible for making an agricultural mitigation payment to a designated fund based on the extent to which the solar project’s facility area overlaps with an Agricultural District and New York’s highly productive agricultural soils, identified as Mineral Soil Groups (MSG) classifications 1 through 4 (MSG 1-4). This mitigation approach is designed to discourage solar projects from siting on MSG 1-4. Furthermore, this mitigation approach is designed to encourage retaining agricultural productivity on the project site. Instances where Proposers cannot avoid or minimize impacts on MSG 1-4 will result in a payment to a fund administered by NYSERDA. Disbursement of collected agricultural mitigation payment funds will be informed by consultation with the New York State Department of Agriculture and Markets (AGM) to support ongoing regional agricultural practices and/or soil conservation initiatives.

This dataset contains a combination of soils data from multiple sources to serve participants of NYSERDA’s Large-Scale Renewable and NY-Sun programs. The NYSERDA 2022 Soils Data was created by converting the 2022 New York State Agricultural Land Classification master list of soils maintained by AGM to a tabular form and providing a corresponding unique identifier for each listed soil that enables the user to link the soils to the Natural Resources Conservation Service (NRCS) SSURGO soils database, allowing for a geographical representation. When the NYSERDA 2022 Soils Data is joined with spatial data from the Natural Resources Conservation Service (NRCS) SSURGO soils database, the corresponding soil unit can be mapped in a geographic information system software. The latest version of the SSURGO database should be used to get the most accurate join. Data is updated yearly from both NRCS and from AGM, however, NYSERDA will not update this dataset and it will remain intact for future reference. NYSERDA intends on creating new soils datasets for future procurements on an annual basis.

The New York State Energy Research and Development Authority (NYSERDA), in collaboration with the New York State Department of Public Service (DPS), conducted a statewide residential baseline study (study) from 2011 to 2014 of the single-family and multifamily residential housing segments, including new construction, and a broad range of energy uses and efficiency measures. This dataset includes data from 219 completed Multifamily owner and manager surveys. The types of data collected during the survey cover property characteristics, heating and cooling equipment, water heating equipment, tenant appliances, lighting, purchasing decision, common areas, clothes washing and drying, and miscellaneous equipment. The data is segmented to cover both common space equipment and, to the degree possible, tenant-unit equipment, such as refrigerators or clothes washers that are included in the rental by the building ownership.

This coverage contains data from the Division of Mineral Resources Mined Lands permit files.

Data regarding water withdrawals is collected by New York State Department of Environmental Conservation (DEC). The reporting requirements have expanded since collection began in 1990. Data is currently collected in accordance with the requirements of ECL 15-1501. ECL 15-1501 requires a DEC permit and annual usage reporting for all facilities using water for any purpose and having the capacity to withdraw 100,000 gallons or more per day of surface or groundwater. These facilities may or may not be permitted with other agencies that regulate water supplies in New York State. This dataset begins with 2009 data and includes facility name, town, county and withdrawal information.
